Joan is directly responsible for human resources, sales, financial decisions and purchasing. Prior to involvement with Nasco, Joan headed up a management consulting firm providing training and consulting in project management, diversity initiatives, and recruiting to a wide variety of national companies ranging from city agencies to banking to construction. Her project management and recruiting skills have been particularly beneficial to Nasco.

Edward Hiney
Vice President / Chief Estimator

Ed has over 40 years of experience providing cost estimating and cost control, proposal analysis, value engineering, scheduling, and change order evaluation on a wide variety of projects. His experience includes rehabilitation, alterations, restorations, renovations and new construction in a wide range: institutional, commercial, municipal, residential, private and public buildings, high rise, heavy construction, transportation, wastewater management and water supply, and other infrastructure projects.

Robert A. Rubinstein
Senior Consultant

Bob is a licensed professional engineer with over 40 years of experience providing cost estimating and cost control, project management, claims analysis and evaluation, scheduling, general contracting, construction management, and construction consulting for virtually all types of construction projects. These projects range from hospital and medical facilities to commercial alterations, to nuclear power plants, to wastewater management and water supply and encompass both building and heavy construction.

Chris DuPont
Director of Environmental Estimating

Chris has 25 years of construction experience in and around New York. Prior to joining Nasco, he owned and operated a general contracting firm. He has extensive experience in wastewater management and water supply. His experience also includes rehabilitation, alterations, restorations, renovations, and new construction on a wide variety of projects: institutional, commercial, municipal, residential, private and public buildings, high rise, heavy construction, transportation and other infrastructure projects.

Susan Hyler
Senior Scheduler

Susan graduated from Iowa State University in Construction Engineering and is a Civil Engineer in California, New York and North Carolina. Her project/construction management and scheduling experience began in 1981, and she has been a co-owner/president of firms in North Carolina and California. She has managed construction projects as the Owner’s Representative; prepared/updated schedules during design and/or construction (Primavera P6 or Microsoft Project); analyzed construction time delays for cities, municipalities and contractors, and worked on wastewater management and water supply projects.
